This is to acknowledge receipt of your letter dated 18 March 1999 with a video included.

I have carefully reviewed your correspondence and the video. The content of the video is quite disturbing. However, based upon the information which you have provided, I am obliged to inform you that the matter does not fall within the purview of the Canadian Human Rights Commission, such that a formal complaint can be filed.

May I suggest that you contact the Police and provide them with the video which I am returning to you. You will have to provide the Police with information as to how you came in possession of the video and was it filmed here in Canada.

Thank you for sharing your concerns with the Commission, but this confirms that we can not be of any further assistance.
